捷運系統是於都會區主要運輸走廊,以特別設計的電聯車行駛於專用路權的軌道上,可採用地下、地面及高架三種方式來建造。由於在專用的路軌上行駛,沒有紅綠燈,行駛途中不會受任何交通干擾,因此可以暢通無阻,再加上自動或半自動化行車控制系統,可提供班次密集、運量大、速度快、準時、安全又舒適的服務。

輕軌系統包括輕軌捷運系統(Light Rail Rapid Transit, LRRT)與輕軌運輸系統(Light Rail Transit, LRT),均屬於軌道運輸系統的一種。LRRT有專用路權,行車速率較高,並可完全自動控制,運量較LRT為高。輕軌系統因車身結構簡單、重量輕,且使用每公尺重量37公斤的輕軌而得名,有別於一般鐵路每公尺50公斤以上的重軌。

輕軌電車是都市公共運輸中最富彈性的運輸型式,因車輛內裝設計、列車組成、建造型式、控制系統、路權型式等彈性大,可依地方實質環境與交通需求特性做適切的設計,而且造價比中運量(如木柵線)、高運量(如板南、淡水線)低很多,被歐、美各國公認為一種極具成本效益與空間效用的大眾運輸系統。

輕軌電車大多為三節車廂,載客量約200人,最高時速每小時70公里,平均時速30公里,單向最高運量每小時達2萬人次,運量雖較「高運量捷運系統」低,但比公車或電車巴士高。
