台北華山創意文化園區Huashan Culture Park in Taipei

    此計畫試圖整合文建會現有文化創意產業發展計劃(新十大流行音樂中心)和文建會辦公大樓等新設施興建計劃,運用舊刑警局用地,台鐵所屬部分基地,以及華山部分基地構成,新舊共構之綜合性文化設施群,暫名[新台灣藝文之星],除作為歷史建築再利用新典範以外,並整合為藝術,設計以及媒體文化等三個主要領域之文化創意產業發展基地,同時建構完善的現代化藝文展演網路,改善華山園區目前較為薄弱的營運狀況,帶動台灣成為世界華人音樂,藝術創作及表演中心,型塑屬於台灣的新世代文化形象

(一)規劃目標planning target

        政府為了整合藝術,設計以及媒體文化等三個主要領域之文化創意產業,擬定的下列幾項目標：

1. 建立文化手都之錨定點
2. 華山是古蹟,要活化創生機
3. 華山要文化,不要邊緣化
4. 華山要科技,以藝術做根基
5. 以當代綜合性文化設施展現政府施政魄力
6. 政府與民間共創文化生機

1. 區位分析

華山創意文化園區位於捷運善導寺站,忠孝新生站之間,公車路線密集,北側臨市民大道,東臨新生高架橋,西接台北車站,南側臨忠孝東路有捷運板南線,週遭之交通設施已相當完備,來往園區的民眾交通可及性皆十分便利,交通動線以忠孝東路為主,具備來往便捷與根可及性的優勢,東望信義計劃區101大樓,以西側為西門紅樓歷史記憶區,可謂台北之中介樞紐

未來可結合台北車站之整體發展計劃,作為貫通首都文化意像軸線之端點,此軸線預計將結合中央聯合辦公大樓預定地以及中央藝文公園,作為整體綠化之基礎,其地標性的建築特色,將可吸引車站旅客,經由廣大的綠色步道,徒步進入園區,以文化為端點的綠色走廊,將呈現台灣文化首都之意像

(三)基地規劃策略Base planning strategy

1. 重新修正建蔽率與容積率

       為了保留中央藝文公園的完整性與重振八德商圈的策略目的,該園區計劃將建築量體盡量集中於華山園區之原建築區,將原[創意文化專用區]的建蔽率12%容積率60%在變更分區後能降低容積率

1. 建築物再利用

       園區內建築由南而北,分別為行政大樓,高塔區,車庫工防,果酒大樓,維修工廠,米酒作業場,四連棟,再製作酒業場,煙囪,包裝室,烏梅酒廠及紅樓區(共8棟紅磚建築),以及區內之配電室,抽水機室,守衛室,等附屬建築,因園區既有建築年久失修,且供水,機電,消防安全設施不足,目前文建會已委託國內三家建築師事務所,進行園區內舊建築物的修復計劃,希望能延長建築物的使用壽命,或者提出空間再利用方式,將原有空間賦予新的使用方式

       目前園區內三棟古蹟建物等距散置在園區三處,對週邊景觀,歷史風格氛圍之營造,具有提升景觀品質之效果,而歷史建築方面,有[四連棟],[米酒作業場]二棟,再利用之彈性較大,整體而言,未來營運單位除發揮新時代之創意外,也可適度延續酒廠舊建築之產業特色

1. 建構都市綠肺功能,完善週邊生活機能
2. 廠區及古蹟再利用,創造都市地區意象
3. 文化園區的開發必須在都市發展中予以定位
4. 應從營運管理的角度思索園區的發展目的與策略
5. 舊建築與舊產業應轉化進行新的再利用思考
6. 新的產業發展必須建構最可能的計劃與機制
7. 計劃的行程必須有一套使政府各局室能整合運行之機制
