１、研擬中都磚窯文化園區文化資產與維護機制
在確定古蹟本體、古蹟涵蓋範圍和保存區開闢後，提出（１）保留古蹟
窯體之歷史意涵與特色、（２）達成保存與活化再利用之目的、（３）創造高雄市民參與文化想像的機會。
２、強調中都地區有形與無形文化資產之整合與再利用。

『中都磚窯文化園區』是強調具文化內涵的都市再發展目標，結合歷史文化、親水、生態、觀光和遊憩等以創造中都地區優質的都市生活。

設計配置Design configuration
設計目標在於將保存區[公園化]為軸心,設計概念則是保存古蹟本體的歷史情境和營造窯場建築群的優美型態,以及配合公6作為環境綠化,改善愛河中段牛車寮聚落一帶休憩空間不足的問題

依據內政部94年3月11日台內民字第0940002943號公告,國定古蹟[台灣煉瓦會社打狗工廠(中都唐榮磚窯場)]之公告內容,及變更高雄市原都市計劃區三民區部份),保存與活化在利用所關注的對象應包含:
- 古蹟與歷史建築本體
- 古蹟涵蓋範圍
- 保存區範圍
